A punter placing an accumulator wants the return paid, and that depends first on the operator being licensed. This section puts the legal question ahead of reputation.

Legal and trusted betting sites and secure apps are covered, together with phrases such as “betting sites not on GAMSTOP”, which describe operators outside the Great Britain licence, not an advantage.

A licensed operator takes part in GAMSTOP and answers to the Commission; identity (name, address, date of birth) has to be confirmed before the first bet is accepted. Section 33 of the Gambling Act 2005 makes it an offence for the operator to provide betting to customers in Great Britain without a licence; for the customer who merely bets there, no offence has been identified, but protection is lost.
